Provide the highest quality customer service of water, sewer, and trash removal at the lowest possible cost; while providing a local governmental forum for its customers on issues related to the District, the Channel Islands Beach Community , and the surrounding area.

A. ALL SERVICES

0. Establish a responsible and reasonable capital replacement program for all District facilities
0. Have the billing system reflect the cost of providing service in each customers bill

B. WATER

0. Meet or exceed the water quality standards established by the State of California and the Federal Government for water supplied to the public with all water provided to District customers.
0. Maintain the District system infrastructure to minimize water outages in all parts of the community.

C. SEWER

0. Maintain the District facilities to avoid spills or releases of untreated domestic wastewater to surface waters.
0. Protect water quality of surface waters adjacent to the District.
0. Maintain the sewer flows within the District facilities and assure the wastewater is transported to the City of Oxnard Wastewater Treatment Plant for treatment, disposal and potential reclamation.

D. TRASH

0. Provide weekly trash pickup and removal service at each property in the District.
0. Provide special pickup service for properties in the District for construction waste at individual properties.
0. Provide special pickup service for properties in the District for customers with needs for assistance that limit their ability to move containers to the curb.
0. Provide all these trash services through an economical contract for service with a company that maintains its equipment and service responsibilities at a high level.
