STAFF

The Channel Islands Beach Community Services District is responsible for providing water distribution, sanatation, and refuse collection to the people of the District. In addition, the District is legally authorized, but not obligated to provide street maintenance and improvement, street lighting, undergrounding of overhead utilities, fire protection, and police protection. The District does not provide these additional services at this time as the District does not have sufficient revenues for any of these services. The ability of the District to provide these services in the future will depend on upon available revenues and decisions by the Board of Directors and the District electors. These additional services are provided by The County of Ventura in the unincorporated areas of the District and by the City of Oxnard within its boundaries.

The District has specific statuatory authority to collect user fees and charges for a given level of service; levy benefit assessxments; special taxes; or sell revenue bonds to finance improvements to the level of service.

The District currently serves about 10,000 customers via approximately 2200 service connections.

Jared Bouchard -  General Manager

The General Manager is the chief administrative officer of the District, under the direction and supervision of the Board of Directors, and is in charge of the properties of the District and for the proper administration of all the affairs of the District including maintenance, operation, construction, and trash services. Jared grew up in Channel Islands Beach and is intimately familiar with the community and now its infrastructure. He is assisted by David Brock and Jeff Spieler. All of the District field staff have extensive experience and hold certifications in the areas of water treatment and in pipeline and distribution functions.

Channel Islands Beach Community Services District has a staff of 6 individuals. In addition to the General Manager,the staff is generally divided into field staff and office staff.


 

Carol Jean (CJ) Dillon - Office Manager

The Office Manager is Carol Jean (CJ) Dillon. She leads the customer service functions of establishing new accounts, preparing and issuing bills for service, taking work order requests, and coordinating all other office activities. CJ lives within minutes of the District Office, has four grown children, and was born and raised in Oxnard. CJ is ably assisted by Customer Representatives Lupe Lopez and Erika Davis. Both of these ladies are very familiar with the community and the surrounding area.
